How are standards bodies facing up to changed times and a reversal of responsibilities?

Given that there is a growing belief that the Open Source community should be feeding standardization requests into standards bodies based on actual implementation work that is being undertaken in the real world, how do bodies like ETSI view this reversal of the long-established status quo? Luis Romero says that it is inevitable that there will be occasions when the OS community will discover gaps in the standards continuum that need to be filled. When that happens, he believes that work on implementation should continue to completion and, thereafter and in due course, results should be fed back into the standards bodies which, in turn, will then be able to implement new or revised standards for the benefit of private, proprietary or other projects. Sounds like a long process though.
