Today a lot of network functions are run as monolithic devices. NFV is really about the "cloud-ification" of those functions. Once you have virtualised these functions you can move to a cloud-type infrastructure, where you gave the ability to orchestrate and automate. Network functions also need to be Carrier Grade, as reliability is critically important.
