VIVA Bolivia selects Totogi Ontology to decide network investment by revenue, not capacity alone

Austin, Texas – VIVA Bolivia has selected the Totogi Ontology to decide network investment based on the revenue attributable to each cell site, not capacity metrics alone.

For decades, network investment has been driven primarily by one measure: where traffic is heaviest. But the busiest sites are not always the most profitable. Tying spend to revenue has meant consultant studies, sampled sites, refreshed once a year, because revenue lives in one system, cost to serve in another, and network performance in a third. The data to answer the question that matters most already exists. It just lives in systems that were never built to work together.

The Totogi Ontology connects VIVA’s commercial and network systems, including vendor and homegrown applications running on-premise and in the Microsoft Azure public cloud, into one model of the business that decisions can run on, without replacing any of them. The ontology sees the whole business, all sites, all the time, and because the model is reusable, network investment is the first decision it improves, not the last. With that model, cost to serve, once known only as a company-wide total, becomes visible per customer and per site.

The same connected model links network performance to VIVA’s SuperApp and advertising business, the foundation for growing the digital services that run on top of the network.

It tells us where we actually make money and why, and gives us the foundation to make decisions that grow our business.”

In its February 2026 report, Telecom-Specific Ontology, Appledore Research writes that a “telecom-specific ontology is what stands between CSPs and their ability to unlock AI’s power across business and revenue operations.”

VIVA joins operators across Asia, Europe, North America, the Middle East, and Africa using the Totogi Ontology in their operations.
