Riyadh, Saudi Arabia – Coinciding with the launch of Saudi Arabia LEAP 2026, one of the world's most influential technology events, TAWAL and Huawei officially signed the IBS (Indoor Building Solutions) Partnership Agreement for indoor networks. The signing of this agreement signifies that both parties will collaborate through innovative models and technological empowerment to jointly build a high-quality indoor network. This initiative holds profound strategic significance and social value.

Responding to National Strategies and Exploring New Cooperation Models

With the rapid growth of new cities and large commercial complexes in Saudi Arabia, indoor scenarios have become the core areas for data traffic consumption and service experience, directly affecting the competitiveness and development of the digital society. To address the issue of indoor network construction, the Communications, Space & Technology Commission (CST) of Saudi Arabia has issued the “Regulations for Establishing and Providing Telecommunications Services in Real Estate,” providing clear guidance on IBS network construction policies.

This IBS Partnership Agreement signed by TAWAL and Huawei aims to provide high-quality indoor network deployment services in mega, small and medium-sized indoor scenarios under the background of the new indoor policy. Both parties will jointly develop and promote indoor network solutions and standards that meet Saudi Arabia's digital economy development requirements based on the technical advantages of Huawei's leading digital indoor solution and TAWAL's deep local operation experience. The cooperation will cover the entire process from market exploration, bidding, solution guidance, to delivery, and will create a brand-new indoor network construction mode.

Through resource sharing and a collaborative delivery mechanism, both parties will significantly enhance market expansion and deployment efficiency, accelerating the realization of indoor commercial value.
