Dirk Weiler, Board Chairman, ETSI, and Chairman of the ETSI IPR Committee

European standards agency ETSI is currently conducting a 5G strategic review with its 800 member organisations, looking at what it needs to put in place to support 5G standardisation in the proposed timeframe. It is also keen to involve other vertical industries in the process. As for patents, it wants to ensure that the patent holders willingly contribute their technology in the standardisation process, and are fairly rewarded for their work. It sees no need for a new IPR licensing regime for 5G, rather it will develop its policies and encourage greater collaboration within the ecosystem.
