David Wilde, Former CIO, Essex County Council

The former CIO of Essex County Council in the UK, and the creator of the Smart Essex project, explains that a smart city or community is not a "thing", but is instead a collection of multiple overlapping disciplines. 

It can't just be based around the local Council's government requirements, but needs to involve the whole community, incorporating adult social care and healthcare for example. He says there is a huge roll to be played by the private sector and industry, bringing new commercial models that better suited to residents – as well as funding models, as councils need to try a different approach; they can't do it out of the existing structure otherwise the capital funds will dry up. His advice: Think spatial and demographics, rather than around institutions.
