Telia and Brookfield partner on Sweden’s largest sovereign AI initiative

Telia and Brookfield have entered a long-term strategic partnership with the aim of strengthening Sweden’s and Europe’s digital sovereignty while driving safe and secure AI adoption in both the private and public sectors. The partnership builds on Brookfield’s previously announced plans to invest up to SEK 95 billion ($10 billion) in Swedish AI infrastructure, with Telia’s system integrator, Telia Cygate, set to operate and deliver sovereign AI services on top of this infrastructure.

This partnership builds on Telia’s unique capabilities and long-standing role as a trusted provider of mission-critical communications services to a wide range of organizations and sectors. Telia will connect Brookfield’s planned AI facilities to its nationwide fiber network and deliver core components of the facilities’ digital infrastructure. Telia Cygate, which has recently established a dedicated unit for sovereign AI, will lead and manage a secure operations center inside the facilities, staffed by IT professionals with security clearance.

This setup will give Telia full operational oversight, from physical access to data management, ensuring that Al cloud services are delivered under Swedish jurisdiction and according to local laws on data sovereignty. Telia will have the exclusive right to market and sell the project’s AI cloud services to enterprise and public sector customers in Sweden.

Anders Olsson, Head of Telia Sweden: “We are excited to launch Sweden’s largest sovereign AI initiative with Brookfield. Our partnership will enable us to deliver secure end-to-end AI services, while strengthening national and European AI capabilities and digital sovereignty. From healthcare, government and research institutions to banking and energy, key organizations will be able to deploy AI in their most critical processes, where it can generate most value, while safeguarding sensitive data.”

Sikander Rashid, Head of AI Infrastructure and Head of Europe for Brookfield: “We are excited to expand our longstanding partnership with Telia, a leading telecommunications business who will play a vital role in delivering secure access to sovereign AI solutions for Sweden’s public and private sectors. This marks an important milestone in Brookfield’s planned investments in AI infrastructure in Sweden and will help to accelerate the country’s ambitions for AI adoption, as set out in the Swedish AI strategy.”

In June 2025, Brookfield announced its intention to invest up to SEK 95 billion in AI infrastructure in Sweden. The planned AI factories are dependent on timely access to power and could be in one or more locations across Sweden.

About sovereign AI

AI has the potential to transform how companies and public institutions operate, by making them more efficient and improving the quality of their services. However, geopolitical uncertainties lead to questions around who controls the infrastructure, data and language models that underpin AI solutions. According to Accenture, 61% of organizations say geopolitical tensions make them more likely to seek sovereign AI technology.
