Openlayer and Telefónica Tech partner to bring AI governance and observability to enterprise scale

Enterprises are deploying AI at an accelerating pace. But the infrastructure to govern, evaluate, and monitor those systems has not kept up. Most organizations still rely on fragmented tooling, manual documentation, and ad hoc testing to manage AI risk. That approach does not scale, especially as the EU AI Act, NIST RMF, and ISO 42001 raise the bar for what production AI oversight looks like.

Openlayer has entered a commercial partnership with Telefónica Tech, the digital business unit of Telefónica Group, to close this gap. Telefónica Tech will integrate Openlayer's AI governance and observability platform into its AI and data services, delivering end-to-end solutions for enterprises that need to deploy AI with confidence, traceability, and regulatory alignment.

What the partnership delivers

Openlayer provides the technology layer: structured pre-deployment testing across hallucinations, bias, toxicity, robustness, and latency. Real-time observability for LLM calls, retrieval pipelines, multi-step agents, and tool interactions. Security guardrails that block prompt injections and PII leakage before they reach downstream systems. And automated compliance mapping to the EU AI Act, NIST RMF, ISO 42001, TRAIGA, and internal policies, with continuous evidence capture and audit-ready reporting.

Telefónica Tech provides the services layer: consulting, systems integration, managed operations, and local support across its European and Latin American footprint. Together, this combines platform-level governance with the operational expertise to implement it across complex enterprise environments.

The partnership creates a complete path from AI use-case design through ongoing governance. Enterprises no longer need to assemble point solutions for testing, monitoring, and compliance, or rely on manual processes that break at scale.

Why governance is an accelerator, not a gate

There is a persistent misconception that AI governance slows teams down. The opposite is true when governance is operational rather than bureaucratic. Pre-deployment testing catches regressions before they reach production. Real-time monitoring surfaces issues as they happen, not weeks later during a manual review. Automated evidence collection replaces the hours of documentation that compliance teams typically assemble by hand.

The enterprises moving fastest on AI are the ones that have invested in this infrastructure early. They ship with confidence because they can prove what their models do, how they behave under adversarial conditions, and whether they meet regulatory requirements, continuously and automatically.

This is the core of what Openlayer delivers. Compliance is not the product. It is the outcome of rigorous testing, continuous monitoring, and enforced controls across the AI lifecycle.

Openlayer's position in the market

Openlayer was recognized as a Representative Vendor in the 2026 Gartner Market Guide for AI Evaluation and Observability Platforms¹ , reflecting the convergence of evaluation, observability, and governance into a unified discipline. The platform is trusted by Fortune 500 companies across financial services, telecom, insurance, healthcare, and energy, supporting both traditional ML and GenAI systems from early experimentation through production deployment.

This partnership with Telefónica Tech extends that reach into markets where regulatory urgency is highest. The EU AI Act is creating a compliance timeline that enterprises cannot ignore. Organizations need governance infrastructure that works across cloud and on-premises environments, integrates into existing CI/CD workflows, and produces the evidence regulators require without adding manual overhead.

What this signals

AI governance and observability are becoming foundational infrastructure, not optional tooling. As GenAI and agentic systems move from pilots to business-critical production, the ability to test, monitor, and govern those systems continuously will separate enterprises that scale AI from those that stall.

This partnership is one proof point of that shift. Enterprises in regulated industries need more than policies and documentation. They need operational governance, the kind that runs in production, catches failures before they become incidents, and proves compliance with confidence.

Openlayer and Telefónica Tech are building that together.
