Digital Greenwich in London is looking to create a scalable platform for smart city services, one that can be used by other local government authorities in the UK, by using an MVNO overlay network supporting NB-IoT. It has also just signed an MoU with the University of Surrey's 5G Innovation Centre and is partnering with European standards organisation ETSI to showcase the potential of smart cities. It wants to centralise procurement and avoid the issues of grant-based competition, where vendors tend to differentiate their offerings and focus on value adds, in order to secure contracts. Whilst IoT is a largely unproven business case, Digital Greenwich believes an MVNO overlay (so long as they get the necessary legal clearance to use public funds in competition with private providers) would allow it to push out new services without any significant capital outlay.
