Paris, France and Madrid, Spain – CIRPACK Software, a French specialist in carrier-grade IP Multimedia Subsystem (IMS) telephony solutions, and Summa Networks, a Spanish telecom software provider specializing in modular and flexible core network solutions, today announced their collaboration to deploy Voice over LTE (VoLTE) services for Vodafone Polynésie, a leading mobile network operator serving approximately 150,000 subscribers across French Polynesia.

This partnership brings together two complementary European technologies - CIRPACK’s proven IMS mobile telephony platform and Summa Networks’ Modular Core for Mobile, IoT and Private Networks - enabling Vodafone Polynésie to modernize its voice infrastructure and deliver a high-quality, standards-compliant VoLTE experience to its subscribers.

Bringing VoLTE to French Polynesia

As mobile operators worldwide transition from legacy circuit-switched voice to all-IP architectures, VoLTE has become the standard for delivering HD voice, faster call setup and improved spectrum efficiency over 4G networks. For operators in the Pacific Islands, where network infrastructure must serve geographically dispersed populations across multiple islands, deploying VoLTE represents both a technical challenge and a strategic imperative.

Vodafone Polynésie, operated by Pacific Mobile Telecom (PMT), serves the French Polynesian market with 2G, 3G, and 4G services across five archipelagos. By deploying VoLTE, the operator will be able to offer its subscribers enhanced voice quality, faster call connection times, and simultaneous voice and data services - while preparing a clear evolution path toward future network generations.

The CIRPACK Software – Summa Networks integrated solution addresses this transformation by providing a complete, right-sized VoLTE platform tailored to the specific needs of a regional mobile operator.

Combining IMS telephony and Mobile Core expertise

Summa Networks delivers a modular and flexible mobile core combining HSS, HLR, UDM and AUSF functions for multi-generational networks from 2G to 5G, enabling a smooth evolution across technologies without service disruption. Cloud-native and standards-compliant, the Summa Networks solution already manages subscriber data for Vodafone Polynésie, providing the foundation for advanced voice services and future network expansion.

CIRPACK’s IMS solution delivers a proven, fully software-based telephony platform that covers the entire SIP service chain - from user authentication to service management while enabling HD voice and video across VoIP, VoLTE, VoWiFi and VoNR. Deployed by operators worldwide for public fixed and mobile networks, MVNOs and private networks alike, the solution scales from small private network deployments to several million public networks subscribers, with a minimal infrastructure footprint.

Both Summa Networks solutions and CIRPACK’s IMS solution are designed in compliance with 3GPP and relevant industry standards (GSMA IR.92, IR.51, ETSI), ensuring seamless interoperability and a standards-based VoLTE deployment.

A VoLTE solution designed for regional operators

The integrated CIRPACK Software - SUMMA Networks solution is specifically designed for regional mobile operators that require carrier-grade voice services without the complexity and cost of solutions built for large-scale public networks. The solution brings together:

  • Native VoLTE and VoWiFi services fully integrated within the LTE architecture, delivering HD voice quality and simultaneous voice and data capabilities.
  • Seamless subscriber data management across 2G, 3G, and 4G technologies, ensuring service continuity during the transition to all-IP voice.
  • Built-in security mechanisms, including IMS-AKA authentication, topology hiding and SIP DDoS protection, designed to safeguard voice communications.
  • Lightweight, virtualized deployments that reduce infrastructure complexity and operational costs, making VoLTE accessible for operators of all sizes.
  • Standards-based interoperability with existing network elements and a clear evolution path toward VoNR (Voice over New Radio) for future 5G deployments

A European technology partnership for the Pacific

Patrick Bergougnou, Chairman and CEO of CIRPACK Group, said: “This collaboration with Summa Networks demonstrates the strength of European telecom innovation. Together, we are bringing carrier-grade VoLTE capabilities to Vodafone Polynésie, proving that right-sized, agile solutions built by European specialists can deliver the same quality as those offered by global equipment vendors — with greater flexibility and proximity to the operator’s specific needs.

Javier Martín, CEO of Summa Networks, said: “Our long-standing relationship with Vodafone Polynésie and our expertise in subscriber data management make this VoLTE deployment a natural next step. By combining our mobile core platform with CIRPACK’s IMS telephony solution, we deliver a complete, integrated offering that enables the operator to modernize its voice services efficiently and cost-effectively.

By combining their expertise, CIRPACK and Summa Networks deliver a sovereign, right-sized European alternative to large-scale solutions traditionally offered by global equipment vendors.
