The third technical meeting of the MUSCLES research project of the CELTIC european funding programme was held on the 8th June 2017 at the headquarters of Altice Labs in Aveiro.

The CELTIC programme is an industry-driven european research initiative to define, execute and finance, through public and private funding, joint research projects in the field of telecommunications, new media, Internet of the future and applications and services focused on a new paradigm "Smart Connected World".

The MUSCLES project studies autonomous mobile network management solutions aimed at reducing operating costs, improving the quality of the access network and preparing the management systems for the 5G challenges.

During the meeting, the functional architecture of the SON (Self-Organizing Network) MUSCLES solution, based on the 3GPP standards, was discussed, as well as aspects related to the implementation of optimization and conflicts resolution functions, based on Fuzzy Logic and Machine Learning.

The first preliminary performance results of two self-optimization functions were also presented: coverage / capacity and handover robustness using Fuzzy Logic, and the work plan was agreed for the coming months.
