Concluding our series of special reports from the 3G World Congress in Hong Kong, we examine the practical realities of launching a 3G service and see how one operator has created new revenue streams from innovative data services by convincing subscribers repeatedly to use them.

We also look to the future and examine a possible scenario whereby partnerships and dialogue between regulators, taxation regimes, governments and operators might facilitate the emergence of a new commercial model that would allow the digitally dispossessed of the developing world to gain access to modern telecoms services and systems.
