Telenor bans ZTE for bribery

Telenor has banned ZTE from participating in tenders for new business opportunities for the next six months, following an alleged breach of Telenor’s code of conduct, the firm said.

“We have suspended ZTE from participating in tenders and new business opportunities for a period of six months ending March 3 next year,” Telenor spokesman Dag Melgaard said on Monday.

“The move is based on a breach of Telenor’s code of conduct in relations to a procurement process,” he said, declining to give further details about the incident. The suspension extends to all of Telenor's international operations, which spreads all throughout Northern Europe, Eastern Europe and Bangladesh, Malaysia, Pakistan, and Thailand in Asia Pacific.

Significantly, Melgaard refused to disclose any details about the nature of the breach, or which tender process it referred to. However, an industry source has claimed to Light Reading that ZTE representatives allegedly attempted to bribe Telenor officials in the course of a recent business tender.

ZTE had been mired in controversy regarding the approval of a nationwide broadband network deal worth US$329.4 million that erupted in the Philippines early last year. Allegations of massive pay-offs from ZTE had driven the country into political chaos, said earlier reports.

In its defence over the current Telenor fiasco, ZTE said the problem was caused by a rogue employee.

As a common people of Ethiopia and a loyal staff of ETC(state owned and the only operator in Ethiopia), I have no choice but to disclose the truth of the dirty deal between ETC and ZTE.

According to Ethiopia’s second biggest media House, Addis Fortune’s news release of November 2, 2008, the Ethiopian Government cabinet was unexpectedly reshuffled in which the known anti corruption Minister of Transport and Communication, Junedin was transferred to a parallel position at the newly established Ministry of Science and Technology. The reason for his transfer is related to failure to curb corruption at the Ethiopian Telecommunications Corporation (ETC).

In mid July, the Federal Ethics and Anti-Corruption Commission (FEACC) arrested one Senbeta Wondirad a Facilities manager with ETC after it received from an unidentified source a copy of a CD and a transcript containing an alleged conversation between the suspect and another person definitely a ZTE employee. Senbeta is allegedly recorded soliciting a two per cent kick-back from the unknown ZTE employee. They go on to talk about how one of them had travelled to China carrying hundreds of thousands of dollars. The allegations boil down to a contract ETC awarded to the Chinese company ZTE in 2006. It was also mentioned that this reshuffling would cut across even to the lower executive branches.
